BCLK Aware Adaptive Voltage

BCLK Aware Adaptive Voltage enable/disable. When enabled, pcode will be aware

of the BCLK frequency when calculating the CPU V/F curves. is is ideal for

BCLK OC to avoid high voltage overrides.
